D.C. Council Chairperson Phil Mendelson recently released a set of proposed revisions, 15 months after the D.C. Office of Planning submitted proposed changes to the Framework Element, providing the occasion for the article.
Alpert and Baca are reading with an eye toward advocacy, paying special attention to the sections of the framework that address fair housing, inclusion, and affordable housing. In one key change from the Office of Planning's version of the framework, Councilmember Mendelson rejected a number of proposed changes to the city's Planned Unit Developments process.
