The City of Napa seeks a Planning Manager to help lead the Planning (long-range and current) and Code Enforcement Division within the Community Development Department. This position will oversee a $1.4M budget, 10 staff, and comprehensive planning programs for the City. With limited direction from the Community Development Director, the Planning Manager will work to meet the goals, priorities, and procedures of the Department and serve as a representative and presents planning and code enforcement matters at public. Additionally, this position will prepare ordinance and design guidelines that reflect the increasing modernization of the community. The ideal candidate will demonstrate a high level of emotional intelligence and leadership, while empowering their team to make strategic decisions. The City is looking for a candidate who has knowledge of architecture and how it impacts site design and state and local laws related to code and planning. Showing you can effectively keep up with current trends in municipal planning, develop cost recovery techniques and fee structuring, follow state laws and municipal and county ordinances governing land use, and provide direction and oversight to team members is highly desirable. The Planning Manager reports to the Community Development Director and oversees the Planning and Code Enforcement Divisions of the Community Development Department which comprises five Divisions total. You will oversee advance and current planning, 10 staff, and an annual budget of approximately $1.4M. The Planning Manager plays a critical role in helping the City of Napa achieve its development targets through coordination of the Planning Division. This position will plan, revise, and implement a sound planning and zoning program for the City, while also analyzing data pertaining to this program. The Planning Manager will create and present comprehensive reports, making public-speaking skills essential for this role. Major focus areas you will work on include the implementation and administration of land use and development policies and regulations, assisting residents, developers, and real estate professionals with relevant inquiries, and conducting environmental reviews. Additionally, this position will require candidates to have experience in modified or specific plan development. Being able to direct consultants and oversee their projects, review and present staff reports, connect with other City partners, and stay informed of legislative changes that may impact planning and land use in the City of Napa are all important aspects of this role.

The ideal candidate will demonstrate emotional intelligence, be well versed in a wide variety of planning principles, and bring experience overseeing complex planning projects. We are seeking an effective leader and mentor for staff who works toward breaking down silos and collaborates well with other departments and divisions. The Division needs a Planning Manager who can coach and develop their team and evaluate the success of the Division. This candidate will leverage resources and technology to continue to improve processes and efficiencies and regularly engage with the public to ensure they are informed about planning projects and policies that could impact their neighborhoods. Our candidate will be strategic, an excellent project manager, and a creative problem solver.

EMPLOYMENT STANDARDS - Background and Education:

Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  • Four years of professional experience in urban and environmental planning in a management or supervisory role.
  • A bachelor’s degree from an accredited four-year college or university with major course work in urban or regional planning, architecture, engineering, or other design-related fields; urban studies, environmental planning, or a closely related field.
  • A master’s degree is desirable.

Special Requirements:

  • Possession of a valid Class C Driver’s License is required. Individuals who do not meet this requirement due to a physical disability will be reviewed on a case-by-case basis.

Salary and Benefits:

Salary: $ 130,443.00 - $157,590.00 DOE/DOQ and an attractive benefits package.
