Civic Engagement Program Manager, Planning Department - U2000 (Unclassified)
The Position:
This position reports to the Assistant Director.  The Program Manager will be responsible for developing and managing a new Civic Engagement program focused on public and stakeholder engagement, communications, and public education as the department prepares long range planning initiatives (i.e. Community Plan Updates, General Plan Amendments, Land Development Code Updates, Housing Affordability, Specific Plans, DIF plan updates, DIF program initiatives, technical studies and planning tools, etc.). The Civic Engagement program will offer a variety of digital and in-person opportunities for interaction and information sharing available to all residents and demographics.
 
The Civic Engagement program will also provide a strategy for engagement with the public and key stakeholders as each of the Planning Department's initiatives are developed.  These initiatives implement the Mayor's policy goals such as housing and housing affordability, Climate Action Plan implementation, streamlining regulations, and enhancing quality of life in our neighborhoods. To more efficiently manage existing resources dedicated to engagement and communications, the position will provide a department-wide plan and administration of the Civic Engagement program while managing consultant(s) and coordinating with staff.
 
In addition to external engagement, the Program is envisioned to enhance inter-departmental engagement within the City among those departments affected by the Department's work program. Finally, the Program is anticipated to be a Department resource for various other activities such as facilitating training and professional development opportunities for staff. 
 
The position will perform very high-level community and government affairs work with a high consequence of error, and will prepare, present, disseminate, and communicate information on behalf of the Planning Department. In addition to measuring and reporting on program effectiveness, the manager will also refine or develop additional Civic Engagement policies and procedures for the Department. This position will also serve as a community, communications, and legislative liaison with a high degree of independence and discretion.
