The Active Transportation Team, Capital Projects and Traffic Engineering Division of the Fairfax County Department of Transportation is seeking a Transportation planner to join the team. Supports the development, design, review and management of a diverse range of active transportation projects, plans, feasibility studies and programs, addressing the needs of pedestrians, bicyclists, bike share users, scooter riders, transit riders, and people with disabilities. Fosters collaborative working relationships with local and regional stakeholders to advance bicycle and pedestrian transportation planning and implementation of projects in Fairfax County. Attendance of public meetings, public hearings, workshops, and outreach events outside regular office hours is required.

Additional responsibilities include:

  • Evaluates existing transportation infrastructure and utilizes Fairfax County, VDOT, and national manuals and design guides to recommend improvements for pedestrian and bicycle safety and access.
  • Develops scoping documents and reviews designs for multimodal transportation projects including signalized and unsignalized intersection improvements, crosswalk improvements, shared-use paths, sidewalks, cycletracks/separated bike lanes, and signage/striping improvements. Prepares signage and/or striping design plans.
  • Prepares technical reports, conceptual design sketches, maps, tables/databases, correspondence, board items, meeting summaries, presentation materials, policy reviews/recommendations, and other materials for decision-making and presentation purposes.
  • Identifies pedestrian and bicycle data needs. Researches, gathers, interprets and prepares data for studies, policies and comprehensive planning efforts.
  • Evaluates the active transportation impacts of development applications and their compliance with the Fairfax County Bicycle Master Plan and Countywide Trails Plan.
  • Develops and reviews Requests for Proposals (RFPs), scopes of work, project deliverables, budgets, and schedules, and administers consultant contracts for planning studies, feasibility studies and conceptual project designs.
  • Researches funding opportunities for bicycle and pedestrian transportation projects and programs through local, state, and federal grants and participates in the development of grant proposals.
  • Responds to citizen requests and concerns related to active transportation.
  • Supports community outreach, including development of educational and encouragement materials and activities regarding active transportation. Attends community meetings to present and discuss projects
  • Provides staff support for the Trails, Sidewalks and Bikeways Committee.

Position may be underfilled as a Transportation Planner I; the Underfill Requirements are stated below in the Employment Standards section.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus two years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

UNDERFILL REQUIREMENTS:
This vacancy will be underfilled at the level of Transportation Planner I (Grade S21, $51,805 - $86,341). Upon completion of an underfill agreement (which will require that the employee meet the employment standards stated above in addition to obtaining competencies defined by the hiring agency) the employee will be elevated to the level of Transportation Planner II.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Considerable knowledge of the principles and current best practices of active transportation planning and design.
  • Knowledge of the Americans with Disabilities Act (ADA) and requirements for the design of pedestrian and bicycle facilities.
  • Knowledge of traffic engineering and active transportation design guides and manuals.
  • Skill in using geographic information system (GIS) tools, database software, design software, and/or traffic analysis tools. Ability to use word processing, spreadsheet and presentation software to store, manipulate, analyze and present information.
  • Skill in establishing and maintaining effective working relationships with fellow employees, public officials, and the general public.
  • Skill in reading and interpreting engineering and/or architectural plans and evaluating for active transportation needs and compliance with master plans and design guides.
  • Skill in gathering, interpreting and presenting data and information in written or graphic form.
  • Ability to contribute effectively to the accomplishment of team goals, objectives and activities.
  • Ability to work independently, to set individual priorities, to manage time effectively, to have attention to detail, and to apply consistently sound judgment.
  • Ability to communicate effectively both orally and in writing about active transportation concepts, including to members of the general public and elected officials.
  • Ability to ride a bicycle.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, visual acuity is required to read data on computer monitor. Must be able to operate keyboard-driven equipment. Must communicate with others. May be required to lift up to 25 pounds. Must be able to walk, bend, stand for long periods, traverse uneven surfaces, drive a motor vehicle/ride a bicycle. All duties performed with or without reasonable accommodations.
