Message from PD&R Leadership: The New Leipzig Charter

In the leadership message, director of PD&R’s International and Philanthropic Affairs Division Cynthia Campbell discusses the recent signing of the New Leipzig Charter by European Union member nations. The first Leipzig Charter was signed in 2007, and its successor, signed this November, focuses on three dimensions: the just, green, and productive city. Campbell further explains her impressions of a session, held during Germany’s virtual Urban National Conference, that focused on applying the charter internationally.

Featured: Making and Maintaining Housing Affordability

In October 2020, the Maryland Department of Planning and the Smart Growth Network cohosted a webinar featuring author and housing researcher Shane Phillips. Phillips, housing initiative project manager at the University of California Los Angeles’ Lewis Center for Regional Policy Studies, discussed strategies for achieving and ensuring genuine affordability, and elaborated on his three pillars of supply, stability, and subsidy.

In Practice: An Intergenerational Colocation: Senior Affordable Housing and a Childcare Facility in Queens, New York

Opened in October 2018, HANAC Corona Senior Residence is an eight-story, mixed-use development serving the Corona neighborhood of Queens, New York City. The project serves two community needs, with a 54-slot pre-kindergarten program space on the ground floor and 67 units of affordable senior housing on the upper stories. The developer, the Hellenic American Neighborhood Action Committee (HANAC), offers supportive services to residents, including case management and referrals. A portion of units are reserved for seniors who previously experienced homelessness.

Trending: HUD’s New Research Awards in 2020

One of the ways that PD&R fulfills its mission to provide reliable and objective housing research and market data for its constituents is by awarding financial support for research projects on timely, relevant housing and community development topics. In 2020, PD&R issued Notices of Funding Availability in 4 research areas and made 13 research awards. Totaling $5.1 million, the Office of Research Evaluation and Monitoring distributed the awards to research institutions and universities across the country.
