The Washington region's rapid growth calls for strict parking and traffic policies. Experts provide advice for developers.
"Some days it seems as if the whole world is moving to Greater Washington... But world-class civic status also has brought world-class parking and traffic problems... The governments of the District and surrounding counties are fighting hard to create an environment that allows for development but at the same time keeps the area livable. The result has been policies that are at times strict and difficult to understand."
