Neighborhood electric vehicles may become more popular in California's second most populous county thanks to legislation signed by Gov. Jerry Brown. The small zero-emission vehicles are prohibited from crossing streets with speed limits above 35 mph.

As usual, California's fastest growing counties were inland, far from coastal job centers. The big surprise was that the fastest growing city was an affluent Silicon Valley suburb that had been sued in 2012 by affordable housing advocates.

A new law hopes to expunge the "impulse and accessibility" aspect of suicides from new or rebuilt bridges by requiring that they "consider" suicide barriers. The price for barriers can be greatly reduced when evaluated in the planning phase.
