"As he approaches the end of his first full year as president and chief executive of Amtrak, Gunn's speed and decisiveness in getting the ailing national passenger railroad back on track have at least slowed the Bush administration's determination to restructure it into far smaller form. He has won over some longtime Amtrak foes in Congress."
