"They are learning what many planners and academic observers have long known: Most of the problems associated with Chapter 40B, the affordable housing law, can be traced to Chapter 40A, the state's zoning law.Developers only use Chapter 40B because so many communities are blocking growth, particularly dense development, under the zoning framework of Chapter 40A, according to members of the Chapter 40B Task Force appointed by Governor Mitt Romney."
