"A proposal to renovate the Book-Cadillac Hotel, including the litter-filled Grand Ballroom, calls for an investment of $160 million -- an investment that could pave the way for restoring other historic downtown Detroit buildings...The move symbolizes new hope for the renovation and historic preservation process in downtown Detroit, thanks largely to an array of government financing, subsidies and tax breaks -- unavailable until only two years ago."
