What seems indisputable is that water conservation is just one arrow in the necessary smart growth agenda of the times. The biggest imperative is to consume less land...The obvious corollary: build more compactly. That means mixed-use towns, with centers...Does a lot of that cut against the American way--plot land, divide it, build and pave with impunity?"
