But its use was stalled when Connecticut lawmakers objected and the owner of the cable, TransÉnergie, a subsidiary of Hydro-Québec, decided to delay turning it on over concerns about shellfish and other sea life Mr. Kessel said the cable could be used to help utilities in Connecticut and New York City, as well as on Long Island."
