A regional transit authority for the Washington area is needed to address the region's transportation problems.

"The common transportation needs of this region will not be effectively addressed until a regional transportation authority is created that can agree on interjurisdictional projects and ways to raise the funding from all participating governments. Variations of this approach have worked for a subway system, the airports and regional programs guided by the Council of Governments. A transportation authority could issue bonds, receive state and federal funds, impose tolls and agree on local government commitments."
