"Aside from a few marquee strands such as Zuma and Surfrider, much of Malibu's surf and sand has become the de facto domain of influential beachfront property owners who've used political clout to keep the public away. Ordinary mortals have long complained that they are the voiceless victims of the coastal commission's overly restrictive approach to development in the community. Some of the community's property-rights fringe rail that the commission's professional staff is riddled with environmental extremists. One Malibu planning commissioner, Ted Vaill, has even called on the commission's chairwoman, Sara Wan, who happens to be from Malibu, to move out of town."
