Enforcing Transit By Limiting Parking

"The freeze was originally approved in 1993 to offset traffic and pollution increases from the Big Dig, but until now has not been funded. State and city officials say the parking freeze - a policy used rarely outside of Boston and Cambridge - will improve congestion by encouraging visitors to use mass transit or car pools.''It's painful, but it works,'' said Bryan Glascock, executive director of Boston's Air Pollution Control Commission. 'If parking is free and abundant, people are going to drive. A parking freeze encourages people not to drive.'"
