"It's estimated that the lakeshore will be nearly completely developed over the next 10 years or so. Built as a water supply and completed in 1971, the lake spans nearly 23,000 acres. The lake and its shoreline are owned by the city of Dallas, which leases shoreline to the lakefront cities. Those cities, in turn, sublease the lakefront to property owners."
