"The Los Angeles County district attorney's office is investigating a former county planner who allegedly issued hundreds of illegal certificates allowing land to be developed without undergoing the usual environmental and other reviews, according to records and interviews... County planning officials have hired a number of private title company investigators to review all of the certificates of compliance that Taylor issued since 1995."
