The community development revolution is now at a crossroads. While the industry has experienced high levels of growth and innovation in the past decade, today's community development organizations, with their expanded social missions and operations, require capital that supports the full breadth of their activities. Financial instruments to support the many capital gaps that exist in the field have yet to be crafted. This paper argues for the creation of a new form of capital to fit the emerging needs of multi-purpose, highly successful community development organizations.
