Ohio Township Faces Development Dilemma

As development spreads to a rural ohio township, calls for "smart growth" are being hindered by state law.

Lake County, Ohio is divided. The western half of the county is sprawling suburbia, while the eastern half remains rural. As development spreads east, one township is ready to lay out goals for "smart growth". One problem: state law prohibits townships from enforcing the goals.
