What are we looking for in a consulting firm? We are looking for a planning firm that has the technical capacity to prepare and complete a plan, code and CEQA requirements either in-house or through sub-consultants. The City wants a firm with experience at developing form-based codes. We need a firm that can prepare a legally defensible environmental impact report. But most importantly, the firm needs to have the ability to create a plan with a clear mission and purpose that can inspire and motivate action. Our 2005 Ventura General Plan vision is clear - new urbanism. The proposed Westside & North Avenue Community Plan must reflect our vision with appropriate policy language, action steps and implementation at the neighborhood level.

The City's approach is to use the very best parts of these plans as the foundation for creating a new Community Plan.

It is the City's desire to manage this project as follows: City staff will take the lead for preparing the Community Plan while the consultant and potential subconsultant(s) will be the lead and manage preparation and content of the Development Code and any necessary environmental analyses pursuant to the California Environmental Quality Act. However, the City will require the selected consultant team to provide limited staffing resources and support to City staff in preparation of the Community Plan.
