The Borough of Bound Brook, New Jersey ("Borough") Requests Proposals for a planner/consultant to draft a housing element amendment to the Borough's redevelopment plan in accordance with a Consent Decree entered into between the Borough and the United States of America. A planner/consultant submitting a proposal must be a licensed professional planner of the State of New Jersey, must have prior experience developing commercial and residential redevelopment plans in racially and/or ethnically diverse communities, including mixed-income and multi-family housing in communities with provisions for affordable replacement housing, and must have demonstrated knowledge and/or experience regarding state and local land use laws and federal and state fair housing and housing relocation statutes.

Within ninety (90) days of retention by the Borough, the planner/consultant shall produce a housing analysis of the housing stock currently located within the redevelopment area. Within ninety (90) days of submitting such housing analysis, the planner/consultant shall complete a proposed housing element amendment to the Borough's redevelopment plan.
