Request for Qualifications / Proposals for an Intent to Annex Area Plan

The City of Blue Springs, Missouri, seeks a qualified firm or team to provide professional services to the City to develop an Area Plan, preferably as an amendment to or an extension of the City's Comprehensive Plan, for two "Intent to Annex" areas of approximately 8,000 acres plus a recently annexed area of 1,910 acres.

Essentially, the City expects the selected firm to provide an innovative and effective written Area Plan to the City. The purpose of this Area Plan, also and often referred to as Sub-Area Plan or Area Services Plan, is to provide specific guidance on the establishment of future uses in the subject area consistent with the direction of the City's 2003 Comprehensive Plan, and specifically outlined in the Comprehensive Plan's "Growth Phase Areas." The Area Plan should also encourage master planning of specific areas while ensuring compatibility between proposed and existing land uses and character of the area.

A firm desiring to be considered for this work must submit ten (10) copies, plus one unbound copy, of a response to the Request for Qualifications / Proposals that demonstrates the firm's qualifications and other general information related to the firm.

A qualified firm should demonstrate the following minimum qualifications for consideration:

1. Significant experience in development of Area Plans, Comprehensive Plans, and the processes therewith.

2. Comprehensive Plan preparation and modification.

3. Neighborhood and corridor studies.

4. Experience with Traditional Neighborhood Design (TND) development projects and Smart Growth and New Urbanism principles.

5. Ability to provide sufficient economic analysis of the absorption rate of different land uses in the study area(s).

6. Documented ability to facilitate consensus-building with local citizens, property owners, and elected officials.

7. Evidence to demonstrate depth of knowledge and experience in developing site design guidelines and architectural design guidelines for various land uses.

8. Experience and knowledge in developing and incorporating potential economic development programs to assist in implementing above.
