"Two comapanies -- Terrabrook Properties LLC and Equity Office Property Trust -- were planning huge office tower projects at the booming [Reston] Town Center before learning in June that the county had approved only enough development there for one of them. That set off a nasty legal dispute that cast a shadow over the hottest real estate location in Northern Virginia."
