President Clinton and HUD announce a historic $1 billion in grants to help the homeless.

"The annual package, announced yesterday by President Clinton and HUD Secretary Andrew M. Cuomo, is expected to benefit 200,000 people.Known as Continuum of Care grants, most of the HUD aid will go to 2,633 projects in more than 350 communities nationwide. According to Cuomo, the money is going to groups that offer the most holistic approach in helping the homeless move from temporary to more permanent housing, including an emphasis on job training, health care and child care."
