"If zoning issues can be resolved, the city hopes to attract mixed-income families and professionals. A nonprofit group has bought an abandoned cigar factory on Howard Avenue and plans to renovate it into apartments. The Tampa-Hillsborough Action Plan, which has ties to the city, paid $275,000 for the former Morgan Cigar Factory on Nov. 15. The factory, just south of Interstate 275, was sold by North Tampa Housing Development Corp., which is run by the Tampa-Hillsborough Housing Authority. But the zoning problems that plagued the housing authority have not been resolved. Tampa City Councilman Charlie Miranda said the issue would have to come before the council. When it does, he said, he’d support rezoning so THAP can move forward with its plans."
