Imagine a park on a shelf over the Kennedy Expressway between Monroe and Madison streets. Imagine 140,000 more people living downtown, 180,000 new jobs and 95,000 college students. Imagine riding a bike along the river and lake, without interruption, from Chinatown to North Avenue Beach."
