In order to proceed with theexpansion, the plant would need to obtain emission credits from a nearbyarea to offset the added pollution. Emission credits come from othercompanies that have reduced pollution and are sold through the airmanagement district in efforts to ensure a net reduction in air pollution. Energy officials state that Gov. Gray Davis' Executive Orderissued last Wednesday may result in better coordination in the reviewprocess to quicken project approval.
