Regional Transit Propensity, Service Standards, and Performance Monitoring

The Northern Illinois Transit Authority (NITA) invites qualified firms to submit proposals for the development of a Regional Transit Propensity, Service Standards, and Performance Monitoring Framework.

NITA is seeking a qualified consultant to support the development of regional transit propensity measures, service standards, and a regional performance monitoring program, as well as to establish the framework for NITA's regional service planning process. The approximately 12- to 18-month project will be a comprehensive, data-driven effort intended to support regional service evaluation, performance monitoring, service design, and future regional service planning.

The project is intended to support NITA in meeting statutory requirements for the adoption of regional transit propensity measures and service standards by December 31, 2027, and to establish a framework for the first regional service plan.

Tuesday, October 13, 2026 at 10:00 AM CST

Deadline for Questions:
Monday, October 19, 2026 at 1:00 PM CST. All questions must be submitted through the NITA Supplier Portal. 

Proposal Due Date:
Wednesday, October 28, 2026 at 11:00 AM CST. Proposals must be submitted electronically through the NITA Supplier Portal and received by the stated deadline.
