Position Summary
-
Provide planning services to the City Council. Create, organize and complete projects and perform a variety of technical tasks relative to assigned areas of responsibility. Draft planning related legislation. Assist in analysis and design of metropolitan redevelopment related projects. Advise and support the City Council, various boards, commissions, and elected officials in planning -related issues.

Supervision Received and Exercised
Receive general direction from the Director of Council Services, Deputy Directors of Council Services, senior planning staff and City Councilors.Essential and Supplemental Functions
ESSENTIAL FUNCTIONS: (Essential functions may include, but are not limited to the functions
listed below)- Plan, direct and participate in planning activities, policy development, instructional material development, procedure development and project management in assigned area of responsibility.
- Participate in developing and implementing programs to enhance planning and development programs, including instructional material as required.
- Coordinate inter-agency staff to create and modify major plans, guidelines and procedures in assigned area.
- Collect and organize specialized data for periodic reports and maintenance of information related to departmental and/or community needs, goals and services; analyze alternative solutions to ensure system changes conform to strategies and policies in assigned area.
- Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
- Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
- Research, review, summarize, and draft proposed legislation and implementing ordinances for City planning and land use policy as assigned.
- Draft, edit and post communications for stakeholders through written, website, and social media formats.
- Serve as liaison to other City Departments, divisions, and outside agencies; negotiate and resolve sensitive and controversial issues
SUPPLEMENTAL FUNCTIONS:
- Attend and participate in a variety of group meetings; stay abreast of new trends and innovations in the field of planning.
- Perform related duties and responsibilities as required.

Minimum Education, Experience And Additional Requirements
-
Master’s degree from an accredited college or university in planning.
ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Driver's license, or the ability to obtain by the date of hire.Possession of a City Operator's Permit (COP) within 6 months from date of hire.
Required to work flexible hours, including evening meetings and occasional weekend hours.

- Methods and techniques of comprehensive planning
- Experience with land use regulations
- Methods and techniques of research and analysis
- Modern office methods, practices, procedures and equipment, including computers necessary for graphic presentations, mapping and database management
- Planning philosophies, principals, practices, and design techniques within assigned area
- Technical report writing
- Laws, ordinances and regulations at the local, state and national levels governing planning activities in assigned area
