General Summary

Under direct supervision, individuals assigned to this position are responsible for supporting long-range planning projects, including facility development, long-term service design, metropolitan planning coordination, strategic planning, grant writing, and research studies, and may also assist with short range planning. Responsibilities vary according to the nature of the projects assigned, but often involve coordination with internal and external staff, developing and managing consultant scopes of work, managing a staff team, budget, and project schedule, and general project management.

Essential Duties & Responsibilities

  • Scoping, assisting in procuring, and managing projects and programs of moderate to large scale and complexity, such as corridor plans, Comprehensive Operations Analyses, mobility management initiatives, pilot projects, facility projects, and the Accessible Services program.
  • Coordinate and communicate with consultants, LTD staff, externals stakeholders, and interns.
  • Conduct market research and other research studies and prepare analyses reports and memos.
  • Make presentations to the Board of Directors, public boards and councils, and other community groups.
  • Represent the District in meetings with the regional Metropolitan Planning Organization (MPO), partner agency staff, citizens, neighborhood and special interest groups, and public officials to receive and provide input into transit planning activities.
  • Assist in the management of contracts with mobility service providers.
  • Review development applications and develop site plans for shelter locations and bus stop siting.
  • Provide transit planning expertise in the review of Eugene and Springfield development proposals
  • Participate in ongoing regional interagency transportation planning processes.
  • Assist with short-term service planning.
  • Complete federally required reports and forms, such as Section 15 and Title VI.

Supervisory Responsibilities

  • This position does not supervise others

Fiscal Responsibility

  • This position adheres to procurement policies and procedures including managing contract compliance.

Minimum Qualifications

Required Education and Experience

Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job. Education and course work can substitute for years of experience. Typical qualifications would be:

Experience:

  • A bachelor's degree in planning or related subject from a recognized college or university
  • A minimum of two (2) years of planning experience

Preferred:

  • A master's degree in planning or related subject from a recognized college or university
  • A minimum of two (2) years of experience in transportation planning

Technology Skills:

  • Microsoft Office Suite - Outlook, Word, Excel, PowerPoint, Project, SharePoint, Visio
  • Use of Remix Platform
  • GIS Analysis

  • Business and management principles involved in planning, resource allocation, leadership techniques, and coordination of people and resources.

Position Type and Expected Hours of Work

  • Will sometimes be required to work and/or attend meetings or events in public and at all LTD locations.
  • Monday through Friday 8am until 5pm
  • Occasional abnormal hours are expected and required for specific events and to reach all employees.

Travel

  • Travel within the metropolitan area is required.
  • Occasional travel outside of the region may be required.

  • The pay range is between $72,100.00 and $97,600.00 annually.
