As the fate of the HOPE VI program is debated in Congress, HUD puts the pressure on some local housing authorities to move their projects forward--or face severe penalties.
"The government is threatening to take money away from local housing authorities that miss deadlines on construction projects to revitalize worn-down public housing units....Of the 193 HOPE VI grants awarded since 1993, only 22 developments have been completed....The House has voted to reduce funds to $50 million, while a Senate bill would give HOPE VI $195 million next year."
