"The best thing about the plan for the 39 acres ringing the Transbay Terminal isn't the wide space between towers. It isn't the notion of a park near Folsom Street, or the way that housing is located near transit and jobs. No, the best thing is the fact that the city government is actually taking the initiative to shape growth in San Francisco -- instead of simply reacting to what developers bring in the door."
