The City of Albany, CA is located on the eastern shoreline of the San Francisco Bay in Alameda County. Surrounded by the San Francisco Bay to the west, Albany is bordered by Berkeley on the south and east, El Cerrito on the north, and Richmond on the northwest. Albany’s land area is about 1.8 square miles, and with a population of roughly 20,000 residents, it has a density of 10,368 persons per square mile. This makes Albany one of the highest-density cities in the Bay Area and the second highest population per square mile in the East Bay.
Reporting directly to the City Manager, the Community Development Director is a member of the City’s executive team and responsible for current and long-range planning, environmental planning, building permitting and inspections, and affordable housing. The position will coordinate assigned activities with other City departments and the public, fostering cooperative working relationships with intergovernmental and regulatory agencies, as well as various public and private groups.
Ideal Candidate
Competitive candidates will bring a minimum of seven (7) years of relevant experience, including several years in management/supervisory experience, and a Bachelor’s degree in Urban Planning, Public Administration or relevant discipline. Experience in project management, grants and contract administration, land use planning, physical design, building construction, sustainability programs related to climate change adaptation, environmental design standards, real estate development and social and economic factors is essential.
In addition, someone who is motivated and innovative local government professional, a strategic thinker and thrive in a collaborative, problem-solving environment. They must have the ability to simultaneously manage several priorities, analyze plans, specifications, and proposals as well as review and approve projects and plans for conformance with laws, codes, regulations, standards, and deadlines. Candidates must be able to synthesize new regulatory requirements and effectively implement new mandates as required. Candidates must possess knowledge of the theories, principles, and practices of urban planning, zoning, and building and safety. The ideal candidate will demonstrate exceptional verbal and written communication skills and excel in administering inclusive and collaborative community planning efforts.
