About the Houston-Galveston Area Council

The Houston-Galveston Area Council (H-GAC) is a voluntary information, planning, and problem-solving forum for local governments in the Houston-Galveston region. H-GAC serves an area of 12,500 square miles and more than 7 million people in Austin, Brazoria, Chambers, Colorado, Fort Bend, Galveston, Harris, Liberty, Matagorda, Montgomery, Walker, Waller, and Wharton counties. Our regional programs focus on community and environmental planning, data tools and resources, disaster planning and recovery, mobility and public safety, workforce and economic development.

About the Position

The Senior Manager for Strategic Transportation Initiatives reports directly to the Transportation Director of H-GAC and is responsible for supporting a regional policymaking council with implementing a short term and long-range vision of the transportation system for one of the largest metropolitan areas in the U.S. Primary responsibilities include: ƒ

  • Developing strategies and methods to address emerging transportation planning challenges and trends in a comprehensive and collaborative manner. ƒ
  • Assembling department teams to implement new initiatives and programs that accomplish strategic goals.
  • Communicating with a wide variety of individuals and organizations including county executives and mayors, planning staff and consultants, state and federal elected officials, leaders of state and federal transportation agencies, advocacy groups, and the media. ƒ
  • Mentoring and developing team members to improve expertise in planning practice and project management.
  • Overseeing key Transportation Department initiatives relating to performance management and performance-based transportation planning; and expanding public participation activities.
  • Monitoring regulatory requirements and emerging trends relating to metropolitan planning organizations and transportation planning to identify opportunities to enhance planning activities.

The Senior Manager will help implement and maintain a culture of change and innovation within the MPO that will enhance traditional planning activities and gradually facilitate change to the transportation future of the Houston-Galveston area. The Senior Manager will contribute to agency policy and growth discussions with peers from the MPO’s management team and will strive to empower staff. They will explore opportunities to expand H-GAC’s service to the region, collaborate across the agency, and improve efficiencies.

Leadership & Innovation

The Senior Manager for Strategic Transportation Initiatives will have the opportunity to help address several challenges: ƒ

  • Integrate advances in high-capacity transit, autonomous freight movement, traffic management technology, multimodal networks, and smart construction techniques into long-range regional planning and near-term project selection policies. ƒ
  • Balance current and future transportation needs with equitable consideration of existing neighborhoods and communities. ƒ
  • Develop a dynamic collaborative environment that will leverage other programs and projects that intersect with transportation (housing, natural resources, economic development, and resiliency). ƒ
  • Support H-GAC’s development as a national-caliber MPO with regards to attracting and pilot testing new technologies for increased mobility, improved air quality, and traffic safety. ƒ
  • Facilitate a regional Vision Zero traffic safety alliance.

Education & Experience

The position of Senior Manager requires: ƒ

  • Bachelor’s degree from an accredited college or university with major coursework in Urban Planning, Public Administration, Environmental Sciences, Engineering, Architecture or other related field of study. ƒ
  • Minimum of ten (10) years of experience is required in progressively responsible professional work directly related to transportation planning, public service, and infrastructure/economic development planning, with at least five (5) years in a management or leadership capacity focused on transportation.
  • Experience in a consensus building environment with proven leadership in achieving results.

Preference will be given to applicants that possess:

  • Master’s degree from an accredited college or university with major coursework in Urban Planning, Public Administration, Environmental Sciences, Engineering, Architecture, or other related field of study. ƒ
  • Experience implementing multiple aspects of MPO operations and requirements. ƒ
  • More than ten (10) years of management experience. ƒ
  • Understanding of traffic management, logistics, multimodal transportation, and freight infrastructure. ƒ
  • Ability to work with a diverse population.
