DESCRIPTION:

DEFINITION

Under general supervision, perform application support and maintenance, business workflow analysis, application integrations, report development, testing processes, and project management for EnerGov software and related business workflow systems; and perform related work as required.

CLASS CHARACTERISTICS

The Business Workflow Specialist performs work involving journey-level technical skills in the operation of the EnerGov software and other business workflow programs in support of the Planning and Development Services Department.  Incumbents must be able to analyze and adapt to the most current hardware and software to support system functions as technology and departmental operations advance.  Incumbents interact with EnerGov and business workflow program users and serve as the trainer for programs and related systems and maintains the business workflow programs software and hardware inventory and system and software documentation.  Incumbents receive instruction when tasks are assigned and have some latitude in selecting work methods.  Work is reviewed upon completion for final results.  Incumbents are expected to resolve most problems confronted through the application of judgment and precedent, referring to the supervisor only those which involve the establishment of new procedures or which involve solutions which are inconsistent with departmental procedures and policies.

EXAMPLES OF DUTIES:

Exhibit proficiency in the use of the City's EnerGov and business workflow programs; provide technical assistance and assist with the department business workflow program regulatory applications and workflow systems for permits, plan reviews, licensing, and code compliance; install, maintain, troubleshoot, repair, and upgrade all business workflow hardware and software; assist with the analysis of processes to evaluate and recommend methods to continuously improve procedures, services, and systems; execute and perform job functions within the established SQL requirements; develop and maintain reports designed to aid in management of procedures, services, and systems including Crystal Reports; test and implement new versions and current systems; gather information to assist with the development for procedural and user documentation, manuals, forms, and supporting materials; provide systems assistance to staff in problem resolutions; provides training and system documentation to staff; and perform related work as required.

TYPICAL QUALIFICATIONS:

LICENSE REQUIRED

• Possession of a valid California Driver's License and a good driving record.

EDUCATION AND EXPERIENCE

Education:

• Associate's Degree from an accredited college or university with major course work in

    Business Administration, Business Management, Business Information Systems, or a closely related field.

Experience:

• Two (2) years performing department business workflow analysis with workflow

   software.  Experience related to permits, plan reviews, licensing, and code compliance

   preferably in a municipal government or closely related experience is preferred.

 

SUPPLEMENTAL INFORMATION:

• Strength: Light-work in an office setting-lifting, carrying, and/or pushing 25 pounds maximum with frequent lifting and/or carrying of objects weighing up to 25 pounds;

• Work is primarily sedentary and performed in an office environment;

• Incumbent is required to travel within and out of City to attend meetings.

Applicants must meet each qualification for the position by the deadline date.  All applications will be reviewed based on the necessary employment standards for the position.  Those candidates who best meet the needs of the operations may be invited to participate in an oral examination that will be weighted 100%.  Candidates receiving a passing score may be placed on an eligibility list for a period of up to one (1) year.  Examinations and department interviews for the position will be administered in the City of Clovis.  As determined by the City and at the City's expense, successful candidates shall be required to complete and pass a medical examination, a drug/alcohol screen, and a background investigation.  Possession of a valid California Driver's License and a good driving record will be required prior to hire.  Proof of citizenship or eligibility to work in the U.S. will be required at the time of hire.

The examination may consist of questions relative to knowledge of business English, spelling, grammar, vocabulary, and report writing standards; definitions and configurations of web base applications; federal, state, and local laws and regulations relating to assigned areas of responsibility including the permit system and financial transactions; GIS concepts and principles; interview techniques to collect, interpret, define, and conceptualize information and data to develop functional and technical specifications to establish workflow definitions; office and administrative business practices; personal computer operation; principles and practices of department business workflow analysis to include system organization, database structures, workflow, data collection, and analysis related to permits, plan reviews, licensing, and code compliance; report creation and maintenance software including Crystal Reports; research analytical and statistical methods and techniques; spreadsheet, database, and word processing at an intermediate level; state and local government organization and operations; statistics and graphic presentations; and appropriate safety precautions and procedures.  The examination may also contain questions regarding the ability to communicate effectively, both orally and in writing; create SQL stored procedures, views, and triggers; define SQL data types and table structures; establish and maintain effective relationships with persons contacted in the course of work including working well with others in a team environment; gather and analyze factual data and summarize findings; interpret, understand, and apply laws, rules, and regulations; make clear and concise oral presentations; operate a vehicle observing legal and defensive driving practices; prepare clear, complete, and concise reports; produce detailed, complex, and precise work; provide direction to professional and support staff; understand and carry out oral and written instructions; and work independently and as part of a team.
