Title: Senior Director, Planning Department: NJTPA Reports To: Executive Director - Mary D. Ameen Position Type: Grant Funded Position Summary: Under the direction of the Executive Director, the Senior Director of Planning oversees the day-to-day operations of the Planning Department - consisting of Analytical and Planning Tools, Subregional, Systems, Environmental & Sustainability, Freight, and Regional Planning staff. Guides and foster partnerships. Implements quality assurance protocols. The Senior Director must address a comprehensive set of regional challenges and decision-making factors and successfully partner with a broad range of stakeholders. The Senior Director will also lead advancements of interagency initiatives and economic development strategies into the regional planning process for the agency and will provide expertise in participatory process, asset planning, performance-based planning, data sharing, and emerging technologies.

Essential Functions: Oversees the day-to-day operations of the Planning Department - consisting of Analytical and Planning Tools, Subregional, Systems, Environmental & Sustainability, Freight, and Regional Planning staff.

  • Plans, organizes and prioritizes the technical and substantive work of the NJTPA Planning Staff in response to all applicable federal requirements, Board of Trustee initiatives and commitments as set forth in the annual Unified Planning Work Program.
  • Guides staff participation in the development and updates (as required) of the Long Range Regional Transportation Plan.
  • Oversees the administration and coordination of the state’s Transportation Management Associations (TMAs), including the development and reporting on performance measures.
  • Oversees the substantive planning pass-through grant programs of the UPWP – including the Subregional Studies Program.
  • Oversees an inventory of data, including the integration of data files from various studies and other sources with the North Jersey Regional Transportation Model.
  • Guides staff participation in the development and updates (as required) of the Long Range Regional Transportation Plan.
  • Leads implementation of the Regional Plan for Sustainable Development.
  • Oversees and identifies opportunities for expanding the role of the NJTPA in regional operations planning and operations integration, developing a framework for addressing operational issues, and incorporating them into its future Work Plans and deliverables, in accordance with the metropolitan transportation planning process.
  • Oversees the linking of the Regional ITS Architecture to the project development / TIP process to identify opportunities for the region to expand and implement ITS in order to improve the management of roadway incidents.

Additional Functions:

  • Advises major agency technology investments in order to foster innovation.
  • Supports the organization’s outreach efforts in order to identify a full cross-section of interests including: business and industry, organized labor, freight carriers and shippers, environmentalists and various modal interest groups.
  • Directs the Planning staff response for the preparation of Board of Trustee initiatives requiring follow-up actions. Represents the Executive Director as required at various planning meetings, forums and conferences.
  • Effectively manages other staff activities , providing guidance and support for staff initiatives that further the NJTPA’s goals and mission; as well as encouraging their professional development and training.
  • Orchestrates several public and stakeholder events, including engaging non-traditional transportation Partners. Performs other related duties as assigned.

Prerequisite Qualifications: Graduation from an accredited college with a Master’s Degree in planning, environmental studies, or related technical field. 10 years of related experience in technical transportation planning, which involve responsibility in the development of plans and programs conducted through the metropolitan planning process, including eight (8) years'experience in supervising transportation planning professionals. Strong verbal and written communication skills.

Preferred Qualifications: At the university’s discretion, the education and experience prerequisites may be excepted where the candidate can demonstrate to the satisfaction of the university, an equivalent combination of education and experience specifically preparing the candidate for success in the position.
