City-county merger and Cornerstone 2020 result in design regulations for all proposed commercial and residential developments.
"After 10 years of debate, Jefferson County is poised to give planners authority for the first time to regulate the design and appearance of all proposed commercial and residential developments. The change is part of a new land-development code that the aldermen and Fiscal Court are expected to approve today. The 12 small cities with zoning powers are likely to follow suit."
