California legislators are past the first shock of abolishing redevelopment; they've moved on to consider which aspects of it they may want to re-create. It's an opportunity to reconsider what approaches to municipal structures and services are equitable and useful—one that seems surprisingly little-discussed among political activists or the larger public.
