iBurgh Connects Pittsburghers With Services

The City of Pittsburgh, PA yesterday released an iPhone app that allows you to take pictures of potholes and send a complaint directly to the city.
"City Councilman Bill Peduto says Pittsburgh is the first major city in the nation to use an iPhone application like this.
"[...] iBurgh will be the first mobile application for city government. It's the beginning, the beginning of many more," Peduto said."

How So?
How so? It seems to me that the economically disadvantaged will have the exact same voice after the iPhone program as they did before. Offering a service to one group of people doesn't necessarily equate to taking from another group. I would see your point if they were planning on eliminating the existing process for reporting pot holes and they were only going to take iPhone reports from now on, but that doesn't seem to be the case. So long as they don't eliminate the existing call in system, no one is being left worse off.
