Introduction
St. Louis County, MO is seeking proposals from qualified consultants to develop the County’s first Comprehensive Plan since 1980. “St. Louis County 2050: An Equitable & Sustainable Comprehensive Plan” will chart a path for the state’s most populated county that expands socio-economic opportunity and addresses the challenges presented by global climate change. This plan will incorporate traditional planning components and innovative comprehensive planning mapping tools to facilitate development decisions that further long-range goals. The County requires a consulting firm or team with experience and passion for managing inclusive community engagement and for fostering creative solutions to modern urban planning challenges. Community visioning and recommendations deriving from the Comprehensive Plan will provide a foundation for all other community strategic planning. St. Louis County demands a Comprehensive Plan that supports a forward-thinking community characterized by its desire for equitable and sustainable growth.
Deliverables
Respondents will provide the following deliverables over the course of the project contract. These deliverables will inform and make-up the Comprehensive Plan, informing St. Louis County development decisions through the year 2050.

- Plan Implementation Plan

- Mandatory Pre-Proposal Meeting: February 8, 2023
