Joint Growth Area Management Plan and Regulations

Albany County, Wyoming and the City of Laramie are requesting proposals from responsible firms or individuals to develop a Joint Growth Area Plan, including the development of joint or cooperative regulations for the County and the City defining responsible growth in the rural-urban interface, that may also require a growth area management agreement. The growth area management regulations shall be developed using sound planning principals and meet and/or exceed standards outlined in Wyoming State Statutes, including any necessary agreements.

The City of Laramie, Wyoming, is a municipality of approximately 32,000 residents, and is located 45 miles west of the state capital Cheyenne, WY along the I-80 corridor at an elevation of 7,220 feet. Laramie is home to the University of Wyoming, Laramie County Community College (Albany County Campus) and WyoTech.

Albany County has a population of approximately 38,880 residents. Most of its residents live within or around the City of Laramie. In addition to being the home of the University of Wyoming, Albany County is blessed with abundant outdoor recreational opportunities. It’s rural lifestyle and proximity to the Colorado Front Range to the south and Cheyenne, WY to the east make Albany County a very desirable place to live.

The County and City are seeing an increase of growth pressure in the rural-urban interface. While growth is beneficial and is needed to continue to thrive, good growth policies and standards are needed to ensure logical and thoughtful development occurs. The City and County have a strong desire to ensure growth policies that will both promote and preserve the ability for future development and guide development in a manner that will ensure logical and thoughtful development for years to come.

Proposals will be accepted until 4:30 PM., MST, January 21, 2022.   The full RFP can be viewed and  proposals uploaded through the County’s QuestCDN Portal at https://www.co.albany.wy.us/476/Public-Bid prior to the above stated date and time, after which proposals will be opened publicly and read aloud via Zoom. The public may attend the proposal opening via Zoom. Information on how to access the event via Zoom will be posted on the County’s website.
