Zoning rules that require large lots are contributing to sprawl.

"Stuart Meck, a senior research fellow for the American Planning Association, said Monday it wouldn't be hard to limit sprawl by varying lot-size requirements for new houses and commercial development...He also said that by requiring fixed water and sewer systems instead of permitting wells and septic systems, officials could restrict the amount of rural land eaten up by subdivisions and strip malls."
