College Towns Act To Discourage Student Slums

"The college students move in and act like — well, like college students. They party at all hours, park their cars on the lawn or the sidewalk and allow garbage to pile up at the curb. They crowd into homes, put tacky indoor furniture on their porches or in their yards and leave beer bottles in the street. Their neighbors — fed up with noise, vandalism, drunkenness, public urination and other problems — are demanding that their local governments take action."
