- 1.4 Project Overview
The 13th Five-Year Plan for National Economic and Social Development of Longhua New District, Shenzhen clearly puts forward that the development and construction goals of Longhua District are to become "a northern center of Shenzhen and modern international innovative axis new city; an innovation-led district with strong vitality, a big district for high-end manufacturing industry, a green and ecological livable city, and a harmonious new district with people's well-being”. In order to achieve the district’s development goals, Longhua District puts forward six key development areas as economic growth poles to undertake important urban and regional service functions in the new era. Luhu Scientific and Technological Culture Area, as one of six key development areas in Longhua, is the source of radiation for scientific and technological guide and cultural service in Longhua District by taking public services and sci-tech R&D as the core functions. In the First Congress of Party Representatives of Longhua District, it proposed that a city card shall be shaped and the city scenes be more characteristic in order to make efforts to promote urban quality and create modern livable eco-regions; it also stressed that Luhu Scientific and Technological Culture Area shall highlight its scientific and technological culture service function and be built into a regional scientific and technological service center radiating its influence on the north of Shenzhen and surrounding cities.
The tender is aimed to improve the public services functions of Luhu Scientific and Technological Culture Area, with an aim to create a high-quality public building group as the area’s landmark and with cluster efficiency, to fulfill its development goal as a regional scientific and technological service center radiating its influence on the north of Shenzhen and surrounding cities.
- 1.5 Bidding Scope
The bidding scope consisted of two parts: urban design and conceptual architectural design of Luhu Public Building Group Area. The bidders shall complete the conceptual architectural design at the same time on the basis of the urban design.
1.5.1.1 Urban Design
The urban design scope reaches Huanguan Middle Road to the northwest, connects with Hengkeng Reservoir in the south, and enclosed by Lansheng Third Road, Langsheng First Road and Anqing Road in the east and north, with a total area of 70 hectares; the scope includes the library, public art center, grand theatre, comprehensive service center I, science and technology museum, polyclinic, comprehensive service center II, nursing home, other public buildings (groups) and its surrounding public space.
The urban design is to carry out overall urban design on the public building group and its surrounding public space within Luhu Public Building Group Area, whose main content includes: sorting out and researching the existing resources in the area and its surroundings, planning and designing overall spatial structure and image, organizing and building public space system, green space landscape system, traffic and slow traffic system and underground space system in Luhu Public Building Group Area; at the same time, putting forward the specific guidance for building sponge city and smart city in the area and overall scheme implementation guidelines.
1.5.1.2 The conceptual Architectural Design
The conceptual architectural design scope involves three land parcels used for public management and service facility (GIC), wherein Land Parcel 02-05 is used for A Public Building Group (Library, Public Art Center and Grand Theatre), and its area is 5.0 hectares; Land Parcel 02-01 is used for B Public Building (Group) (Science and Technology Museum), and its area is 0.8 hectares; Land Parcel 01-11 is used for Comprehensive Service Center I, and its area is 5.4 hectares.
The conceptual architectural design is, based on the urban design research, to conduct conceptual architectural design on A Public Building Group (Library, Public Art Center and Grand Theatre), B Public Building (Group) (Science and Technology Museum), and Comprehensive Service Center I, whose main content includes: researching and analyzing the characteristics of the buildings and the surroundings; based on terrain condition and the requirements of building users, optimizing and putting forward reasonable building function indexes; combined with preliminary research and the green building standards, planning and designing all kinds of architectural function layouts, architectural images as well as important nodes, organizing and building traffic streamlines inside the buildings and between the buildings; and offering proposals on modern, scientific and reasonable public building operation mode.
1.5.2 Division of the Bidding: There are three bidding sections for this tender.
1.5.3 Content of Each Bidding Section
The First Bidding Section: The urban design of Luhu Public Building Group Area and the conceptual architectural design of Comprehensive Service Center I. See the Design Brief for detailed design content.
The Second Bidding Section: The conceptual architectural design of A Public Building Group (Library, Public Art Center and Grand Theatre). See the Design Brief for detailed design content.
The Third Bidding Section: The conceptual architectural design of B Public Building (Group) (Science and Technology Museum). See the Design Brief for detailed design content.
Note: The bidder shall apply for all the three bidding sections and submit documents for prequalification and bidding documents of the design bidding stage for each bidding section according to relevant requirements; otherwise, his registration will be treated as invalid.
- 1.6 Review Method
1.6.1Prequalification: The tenderee will set up a jury panel of prequalification according to relevant rules to review the comprehensive strength of the design firms, including design qualification, similar design experience and prize won, parties of design consortium, professional experience of key designers, composition of design team, project proposal and etc., and select 5 finalists to enter in to the design bidding stage, and 2 alternatives that will enter by order in case any finalist dropped out.
1.6.2 Design Bidding (that is the Evaluation of Deliverables in the Tender Document): Closed bidding will be applied for the evaluation in this stage. And the jury panel of design schemes will review on them by open voting round by round and select the top three schemes (without ranking) with the highest comprehensive scores (that is, the best schemes both in urban design and conceptual architectural design), and the top two conceptual architectural design schemes (without ranking) for A Public Building Group and B Public Building (Group).
1.6.3 Final Review: The tenderee will set up the bidding supervision commission according to relevant rules, and carry out review by voting, from the schemes recommended by the jury panel of design schemes, to decide the first-prize winner, second-prize winner and third-prize winner of the three best comprehensive schemes, and the first-prize and second-prize of the best conceptual architectural design schemes for A Public Building Group and B Public Building (Group).
- 1.7 Source of Fund
100% invested by the government.
- 1.8 Requirements on Project Progress
It’s planned to finish the bidding on November, 2017, and complete the preliminary integration and deepening of urban design deliverables.
2 Fees
In consideration of respecting the designers and the bidding cost of design firms, as well as of encouraging design firms to participate in this competition, following awards have been set (the awards can be accumulatively won, and the fees mentioned in this project all refer to RMB).
- 2.1 Compensation
After prequalification, each of those shortlisted 5 design firms of this tender, whose submitted deliverables are evaluated as qualified, can receive Six Hundred Thousand Yuan (¥600,000).
- 2.2 The Best Comprehensive Schemes
By the final review of the bidding supervision commission, the first-prize winner of the best comprehensive schemes will be the winning bidder of the First Section, and can receive Two Million Two Hundred Thousand Yuan (¥2,200,000), including the bonus in the amount of One Million Yuan (¥1,000,000),the fees for integrating and deepening the deliverables of urban design of Nine Hundred Thousand Yuan (¥900,000), and the fees for integrating and optimizing the deliverables of Comprehensive Service Center Ⅰof Three Hundred Thousand Yuan (¥300,000); the second-prize winner of the best comprehensive schemes can receive Six Hundred Thousand Yuan (¥600,000); the third-prize winner of the best comprehensive schemes can receive Four Hundred Thousand Yuan (¥400,000).
- 2.3 The Best Conceptual Architectural Design Schemes 【A, B Public Building (Groups)】
By the final review of the bidding supervision commission, the first-prize winner of the best conceptual architectural design schemes for A Public Building Group (Library, Public Art Center and Grand Theater)will be the winning bidder of the Second Bidding Section, and can receive Eight Hundred Thousand Yuan (¥800,000), while the second-prize winner can receive Three Hundred Thousand Yuan (¥300,000); the first-prize winner of the best conceptual architectural design schemes for B Public Building Group (Science and Technology Museum)will be the winning bidder of the Third Bidding Section, and can receive Three Hundred Thousand Yuan (¥300,000), while the second-prize winner can receive One Hundred Thousand Yuan (¥100,000).
- 2.4 Design Fees
2.4.1 By the final review of the bidding supervision commission, the first-prize winner of the best comprehensive schemes will be the winning bidder of the First Bidding Section, and shall be responsible for the integration and deepening of urban design and the integration and optimization of the conceptual architectural design for Comprehensive Service Center I. There won’t be the follow-up design contract for this bidding section. The winning bidder of this bidding section can receive the first-prize bonus of the best comprehensive schemes (see Chapter 2.2 above for details).
2.4.2 By the final review of the bidding supervision commission, the first-prize winners of the best conceptual architectural design schemes for A Public Building Group (Library, Public Art Center and Grand Theater) and B Public Building (Group) (Science and Technology Museum) will be the winning bidder of the Second and Third Bidding Section accordingly, and can respectively win the follow-up design contract of corresponding projects, which will be signed with the tenderee and whose content includes design services such as concept design, preliminary design, construction design, follow-up construction cooperation and etc. The contract will not include the conceptual architectural design fees during this stage.
2.4.3 The amount of design fees will be calculated by theEngineering Survey and Design Fee Standard of PRC(Revised in 2002). It’s estimated that the total investment of A Public Building Group (Library, Public Art Center and Grand Theatre) will be 1.4 billion Yuan and B Public Building (Group)(Science and Technology Museum)390 million Yuan. The amount of design fees can’t exceed 5% of the construction and installation cost of each project, and the final rates are subject to the result approved by the government auditing department.
The provisional design fees of A Public Building Group (Library, Public Art Center and Grand Theatre) are 27.84306 million Yuan, while the provisional design fees of B Public (Group) (Science and Technology Museum) are 8.87134 million Yuan. The final design fees of this tender shall be subject to and can’t exceed the final approved rates.
2.4.4 Before the candidates of the winning bidder sign the design contract, the design duties and corresponding fees of each party (including the construction design party) in the consortium shall be clarified and appointed. Each party shall be jointly and severally liable to the tenderee.
Note: All foresaid fees are tax-inclusive; the bidder shall provide valid invoice of PRC when applying for relevant fees. All expense caused during the bidding shall be borne by the bidders themselves, no matter winning the tender or not.
3 Bidding Timetable
The bidding mainly includes three stages: Prequalification as Stage I, Design Bidding as Stage II, and Final Review by the Tenderee as Stage III.

4 Registration & Prequalification
- 4.1 Registration Requirements
(1)Design Qualification: The Engineering Design Integrated Qualification Class-A or Construction Industry (Architectural Engineering) Qualification Class-A of PRC;
(2)It will be an internationally open bidding; consortiums are accepted; registration of individuals or groups of individuals isn’t accepted. As for consortiums, there are no qualification requirements on the leading party, but at least one party shall have the Engineering Design Integrated Qualification Class-A or Construction Industry (Architectural Engineering) Qualification Class-A of PRC (this party shall be an independent legal entity registered in PRC); the leading party of consortium shall take all responsibilities and obligations in the contract, while the other parties shall take joint responsibility;
(3)Local design firms in PRC shall be legally registered with valid business license, and shall be an independent legal entity as well; two or more legal entities with the same legal representative, parent company, sole subsidiary and its holding company are not allowed to participate in the bidding at the same time;
(4)Project principal (chief designer) shall have the Certificate of Grade-A Registered Architect in PRC, or corresponding qualification accredited by foreign large designers associations, who must be responsible for key design works, including those core works such as conceptual architectural design, concept design, preliminary design, key design revision and etc., as well as important debriefing meetings required by the tenderee. If there is any inconsistence found between the actual project participants and the name list submitted in the documents for prequalification, the tenderee reserves the right to nullify its participation and prosecute legal obligation according to relevant rules.
(5)Important Note: The documents for prequalification shall be submitted to the Counter of Survey &Design, Middle Section of the Lobby, Floor 2, Design Mansion/Shenzhen Construction Engineering Trade Service Center, No.8, Zhenhua Road, Futian District, Shenzhen. Participants (at least one party of the consortium) shall have entered the online records of Shenzhen Construction Engineering Trade Service Center, and have applied for the CA digital certificate. Bidders please apply for entering the records and the digital certificate before submitting the prequalification documents.
- 4.2 Documents for Prequalification
4.2.1 Commercial Documents
- A. Valid business license (or business registration certificate) (duplicate; affixed with company seal);
- B. Design qualification certificate of the company (duplicate; affixed with company seal);
- C.Qualification certificate of the chief designer (project principal) (duplicate; affixed with company seal): having the Certificate of Grade-A Registered Architect in PRC, or corresponding qualification accredited by foreign large designers associations;
- D. Name list of the design personnel proposed for this project and their CVs;
- E.Application form (original; affixed with company seal);
- F. Application letter of prequalification (original; affixed with company seal);
- G.Portfolio about similar public cultural projects, ongoing, or built, of the design firm or consortium in recent 10 years (since January 1, 2017):
a) The bid-winning notification or the signed page of the contract (duplicate; affixed with company seal);
b) Relevant photos (built projects) or design renderings (on-going projects) and layout of the design works;
c) Relevant information such as the telephone numbers and contact of the client and etc.
H.ID (passport) of legal representative and the trustee (duplicate; affixed with company seal);
I. Certification of legal representative and power of attorney from legal representative (original);
J.If the bidder applied as a consortium, each party shall submit foresaid documents respectively, fill in the application form, sign and affix the documents with company seal, and submit the consortium agreement.
4.2.2 The Concept proposal is mainly to elaborate the understanding and design concept of Luhu Public Building Group Project, including the understanding and ideas of Luhu Public Building Group Area, as well as analysis on its environmental characteristics and public services demand, and the urban design concept and architectural design concept, etc. (without the limit of depth), whose length shall be controlled within 15 pages in A3-sized.
4.2.3 CDs (two copies) including all the documents, whose WORD format shall be submitted as well; the documents submitted shall be consistent both in electronic and hardcopy forms; otherwise, all possible consequences arising therefrom will be borne by the bidder.
4.2.4 Foresaid documents except the duplicate copies of the concept proposal shall be affixed with company seal and signed by the legal representative or the trustee (foreign design firms shall authorize their director or partner to sign the documents).
- 4.3 Submission Of Documents for Prequalification
4.3.1 The electronic documents for prequalification shall be sent to [email protected] before the registration deadline.
4.3.2 The commercial documents shall be simply bound in A4-sized with 5 copies, among which, there are 1 original copy and 4 duplicate copies; the concept proposal shall be simply bound in A3-sized with 5 copies, among which, there are 1 original copy and 4 duplicate copies; all shall be sealed within 1 package.
4.3.3 The hardcopies of the documents for prequalification shall be submitted to the Counter of Survey &Design, Middle Section of the Lobby, Floor 2, Design Mansion/Shenzhen Construction Engineering Trade Service Center, No.8, Zhenhua Road, Futian District, Shenzhen, and the submission deadline is subject to the time announced in the official website of Shenzhen Construction Engineering Trade Service Center.
- 4.4 Prequalification
4.4.1 Jury Panel of Prequalification
The jury panel of prequalification will be set up according to relevant rules by the tenderee, which will be consisted of the tenderee and experienced experts in design industry invited by the tenderee to carry out prequalification. The jury panel of prequalification will review the documents for prequalification submitted by the bidders as required.
4.4.2 Prequalification Principles
(1)Concept proposal, including the project understanding, analysis on the site’s characteristics and resources, urban design concept and architectural design concept, etc;
(2)Design qualification and comprehensive strength of the company;
(3)Composition of the design team and the chief designer’s experiences;
(4) Project experiences of the design team, especially similar project experiences at the past.
5 Others
5.1 The conceptual architectural design of Comprehensive Service Center I will be one of the most important evaluation factors for the best comprehensive schemes.
5. 2 The first-prize winner of the best comprehensive schemes (that is, the winning bidder of the First Bidding Section) shall be responsible for the integration and deepening of urban design and the integration and optimization of the conceptual architectural design for Comprehensive Service Center I, and shall provide guidance and coordination for follow-up architectural design for the first-prize winners of the best conceptual architectural design schemes for A, B Public Building (Groups) (that is, the winning bidders of the Second and Third Bidding Section).
5.3 The first-prize winners of the best conceptual architectural design schemes for A, B Public Building (Groups) (that is, the winning bidders of the Second and Third Bidding Section) shall coordinate with the integrated scheme of urban design in the follow-up architectural design.
5.4 This tender is jointly undertaken by the Key Area Planning and Construction Management Office of Longhua District, Shenzhen and the Government Invested Engineering Project Preliminary Work Office of Longhua District, Shenzhen, of which, the latter is in charge of the tender.
5.5 According to the final review result, the compensation, bonuses of the best comprehensive schemes and the best conceptual architectural schemes of this tender will be paid by the Key Area Planning and Construction Management Office of Longhua District, Shenzhen, with whom the prize-winners will sign the contract by rules; the follow-up design contracts of A and B Public Building (Group) will be signed by the Government Invested Engineering Project Preliminary Work Office of Longhua District, Shenzhen and their winning bidders by rules.
