Director, Housing & Community Development

Duties:

The Director of Housing and Community Development will support and report to the President and CEO and co-manage both a Sr. Associate of Health and Community Development and a Sr. Associate of Housing, Transportation and Community Engagement in their responsibilities related to the Housing and Land Use policy portfolio.  Duties include the following:

Local Policy Advocacy

  • Lead policy team in tracking, analyzing and advocating for legislation that impacts our membership at the city and county level, seeking to promote affordable workforce housing development through fees, measures, policies and programs serving those at all income levels, including our homeless population
  • Delegate and manage policy assignments for Sr. Associates on the team
  • Manage relationships with regional policy coalitions and city specific advocacy groups focused on housing, planning, open space and park policy development
  • Serve as a liaison to the Housing Trust Silicon Valley and support their regional efforts

Project Advocacy

  • Manage the internal Leadership Group Committee endorsement process of 10 housing developments annually
  • Draft letters to and testify before City Councils and Planning Commissions on endorsed developments, delegating this work, as needed, to Sr. Associates
  • Manage relationships with local housing developers and track trends in housing development

Community Outreach and Education

  • Develop relationships with key policy makers to keep them abreast of the Leadership Group’s policy priorities and positions
  • Manage a Senior Associate in the planning of the Neighborhood Leaders’ Council’s 4 events
  • Manage a Sr. Associate in the implementation and planning of the Annual Housing Tour, including seeking financial sponsorships, assisting in program development and logistics, and participating in onsite efforts on the day of the event
  • Coordinating with regional organizations as a part of annual Santa Clara County Affordable Housing Week event planning

State Policy

  • Shape and promote legislative efforts around the permanent funding of affordable housing, housing element law, local finance, inclusionary zoning and transit oriented development
  • Work with statewide coalitions to provide the Leadership Group’s unique perspective
  • Draft and submit letters on behalf of the Leadership Group and occasionally travel to Sacramento to testify

Policy Committee Management

  • Staff the Leadership Group’s Housing and Land Use Committee and convey their policy recommendations to the Working Council
  • Recommend appropriate policy positions by researching public policy issues and how they impact member companies, their employees and communities
  • Work with member companies to champion workplan deliverables

Other

  • Assist in developing a press strategy on policy and events, including drafting and submitting Letters to the Editor, as well as Guest Op-eds
  • Attending and helping with Silicon Valley Leadership Group special events. The events range in size from 50 to 1,500 participants.
  • Assisting with Leadership Group community events such as the Silicon Valley Turkey Trot, the Santa Run or the Heart & Soles race.
  • Developing a collaborative working relationship with a local elected official, a partner nonprofit organization, and a local jurisdiction in Silicon Valley.

Qualifications:

The Director of Housing and Community Development must be a self-starter who is comfortable managing  people, projects and initiatives. Excellent writing and communications skills are essential, including public speaking ability. This position is highly externally facing and someone who enjoys a fast-paced, ever-changing environment will thrive. A good candidate must be collaborative and have the ability to engage with people of diverse backgrounds from CEOs to policymakers to community members.

Comfort in leading a team and mentoring team members is vital to success. The position requires the ability to quickly switch gears, provide support for all Leadership Group colleagues, and prioritize goals that compete for the team’s time and energy. Cultivating a culture of open communications, setting clear expectations and providing a vision for success is part of leading this team. A positive attitude, energy and a desire to learn and contribute to a dynamic organization is essential.

A bachelors degree is required and a masters degree is preferred.  A minimum of 5 years of experience in managing public policy portfolios, advocacy, or experience working for an elected official is preferred.  Legislative and/or regulatory experience related to housing and land-use policy is desired. Attention to detail, follow-through, and punctuality are highly valued and necessary for success.

The position requires occasional early morning and early evening meeting availability to be arranged in advance and the ability to travel around the Bay Area, and occasionally Sacramento.  Competitive salary and benefits w/ health care, dental (employee contribution); 401(k) plan. Starting salary based on experience ($68,000 – $88,000). Our offices are based in San Jose within walking distance of the airport, Guadalupe River Trail and public transit.
