Bob Stump's proposed changes to the 2-year-old Agua Fria National Monument will play out barely 15 miles from Phoenix's ever-creeping suburban outposts and will help decide how the state will take care of the dwindling open spaces between its growing cities... Agua Fria was one of five Arizona monuments created by Clinton during his second term. It encompasses an ecologically diverse swath of high desert grassland, much of it teeming with wildlife, and includes some of the best-preserved ruins in the region."
