Centre City Development Corporation (CCDC), an equal opportunity contractor, is soliciting a request for qualifications for an urban park planning, design and engineering team to provide architectural and engineering consulting services for the development of a new urban plaza ("Plaza") and the restoration of the historic Horton Plaza park ("Park'), in downtown San Diego, California. The Plaza and Park improvements collectively are referred to herein as the "Project." The purpose of the Project is to: a) create an urban public plaza that will energize the neighborhood and complement the adjacent historic park; and b) restore the existing historic Park and rehabilitate the existing historic fountain. The successful team will develop a program that will create a vital new urban open space and reactivate a historically significant community asset for the benefit of all San Diegans and visitors. The Project is envisioned to be the dynamic, active public heart of the city and a true gathering place for over 200 civic events and community celebrations each year.

The project team may include a landscape architect as the lead consultant. Subconsultant opportunities may include a public outreach consultant, civil engineer, architect, retail consultant, conservator and fountain engineer. Additional team members may include an artist, arborist or horticulturist, public art consultant, signage/environmental graphics designer, surveyor, lighting designer, structural engineer, mechanical engineer, electrical engineer, audio/visual consultant and cost estimator. However the team is configured, it should comprise members who have experience on previous historical restoration and public urban plaza projects and are able to mobilize quickly, utilize sustainable materials and concepts, and maintain a high level of productivity.

Proposals from small businesses, disabled veteran-owned businesses, women-owned businesses, firms owned by underrepresented ethnic groups and local firms are encouraged.

There will be a non-mandatory pre-submittal meeting December 8, 2010 at 9:00 a.m., Pacific Standard Time, at the CCDC office at 401 B Street, Suite 400, San Diego, CA 92101. Attendance by a project team member interested in responding to the RFQ is highly encouraged. Subconsultants are encouraged to attend and network with prospective prime consultants. Persons who desire to participate in the pre-submittal meeting but are unable to do so, may upon advance notification request to have another reasonable means of participation. The Corporation is under no obligation to furnish additional resources needed for any person to participate. The Corporation will, however, make its best effort to provide for extended outreach, but in no event shall its failure to do so or any failure of the equipment entitle any person to protest the award of the contract.

Deadline to submit a response is December 29, 2010, 4:00 p.m., Pacific Standard Time.
