RFQ: City Of Seattle Pedestrian Master Plan

The City of Seattle, through the Seattle Department of Transportation, requests Statements of Qualifications (SOQ) from qualified pedestrian planning consultants for a pedestrian master plan.
The Pedestrian Master Plan will create an action plan to make Seattle the most walkable city in the country, a goal strongly supported by the Mayor and City Council. To assist the City in meeting this goal, a consultant will be hired to identify and assess Seattle's walking network and facilities and develop a 2020 implementation plan so that the system can be improved, expanded, completed and more fully utilized by walkers.
The project consulting fee is anticipated to be approximately $300,000 with the time of performance expected to be between January 2008 and March 2009. This project may be done in phases. It is the intention of the Seattle Department of Transportation to use the same consultant for all phases, subject to satisfactory performance by the consultant in each phase.

The Request for SOQ's packet includes a more detailed Scope of Work, administrative requirements such as subconsulting, insurance, selection process, schedule, etc. The selected consultant will be subject to applicable laws and ordinances regarding equal employment opportunity including the equal benefits provisions.
WOMEN AND MINORITY AFFIRMATIVE EFFORTS REQUIREMENTS: All proposals are required to meet the Affirmative Efforts requirements as specified in the RFQ. An Outreach Plan will be required for the top rated consultant.
SOQ's must be received by Tom Peloquin no later than 4:00 PM (PST) on Thursday, November 15, 2007 at Seattle Department of Transportation, 700 Fifth Avenue, Suite 3900, PO Box 34996, Seattle, Washington 98124-4996.
