Norfolk Redevelopment and Housing Authority
This Request for Qualifications (RFQ) is being issued to begin a process to development of a five-year strategic plan (fiscal years 2008 to 2013). As NRHA approaches its 67th year, it is grappling with change such as reduced federal funding for housing and community development programs, moving to private sector asset management practices for rental properties, rising construction and land costs, legal challenges to eminent domain as well as turnover of experienced staff. A combination of increased demands for services and decreased funding to provide those services calls for new thinking and new solutions.
To address these challenges and position NRHA for future growth and financial sustainability, interested firms are requested to respond to this Request for Qualifications (RFQ). A phased approach to developing the Strategic Plan is envisioned, whereby the plan will provide the framework for future detailed business plans for the authority's multidivisional operations. The RFQ will be followed by a Request for Proposals from selected best qualified firms as described under Anticipated Selection Schedule.

Sealed submissions of qualifications in response to this RFQ (1 unbound original and 9 copies) are due no later than 5:00 PM on July 31, 2006 (Eastern Standard Time).
