Seeking qualified development teams for the mixed-use development of Town/CHFA owned properties in Downtown Willimantic

Scope of the project:
Downtown mixed-use development in the heart of Willimantic. Development features include three historic buildings from which could be created a mix of Residential and Retail/Dining/Lodging/Art District/Entertainment space with garages. The cost of the project is estimated at $ 21 million with a 400-car parking garage.
Notable facts about Windham/Willimantic:
Windham located 32 miles east of Hartford, is the home to Eastern Connecticut State University and only 9 miles from the State's Flagship University, The University of Connecticut. Several years ago the downtown was declared an Arts and Entertainment District with a rapidly developing Arts District including Theaters, an Arts Magnet School, a Residential Art's Loft community, and art galleries. For entertainment related companies, relocating into the designated entertainment district, the Town has the option of providing a 100% property tax abatement for the eligible project for up to seven years. In addition to this benefit the Town of Windham is providing to any business locating in the Zone, a seven-year phase-in of any increase in property taxes as a result of any real property improvements. The downtown retains much of its 19th century architecture and proposals featuring historic restoration are encouraged. The Town recently received a Federal earmark of $ 500,000 for a parking garage in Downtown Willimantic.
A pre-proposal conference will be held on Friday, January 27, at 9:00 AM in Willimantic at the Town Hall to answer questions and tour the sites. This conference is not mandatory.
